While not a full ride, a partial scholarship offer can still cover a significant portion of college costs or very little. It may be that one student-athlete on a team gets a scholarship that covers tuition, while a teammate may only get offered a scholarship that covers the costs of books.
But for international students especially from Developing Countries have to make a deep analysis of the financials before committing to go to another country. There are immigration regulations and work permits that determine how many hours and where to work. So, you can't just say, I am taking this partial and the remaining amount I will be working full-time while the laws of the country do not allow international students to work full-time.
