OFID (The OPEC Fund for International Development) is pleased to announce that qualified applicants who have obtained or are on the verge of completing their undergraduate degree and who wish to study for a Master’s degree are welcome to apply for the OFID Scholarship 2012. The OFID Scholarship will be awarded to support two students or candidates for Master’s degree studies. The applicant may be from any developing country, and he/she must first obtain admission to pursue a Master’s (graduate) degree in any recognized university/college in the world. The Scholarship is open to those students who wish to pursue studies in a relevant field of Development or Energy Studies.

Through its scholarship scheme, OFID aims to help highly motivated, highly-driven individuals overcome one of the biggest challenges to their careers – the cost of graduate studies. The winner of the OFID Scholarship Award will receive a full tuition scholarship of up to US$50,000. The funds will be spread over a maximum of one year, toward the completion of a Master’s degree, or its equivalent, at an accredited educational institution, starting in the autumn of the academic year 2012.

The terms and conditions of payment will be determined in coordination with the student upon his/her selection in accordance with the following guidelines:

The tuition fees, including any supplementary examination fees, as may be required by the academic institution, will be paid by OFID directly to the academic institution. Health insurance will be paid in accordance with the institution’s own standard medical scheme.

A monthly allowance to cover living expenses, books and accommodation, will be transferred to the student’s own personal bank account on a quarterly basis.

Prior to the start of his/her first year studies, the student will be paid a relocation grant, equal to two-month allowance. OFID will also pay for travel costs from the nearest airport to the student’s place of residence, to the nearest airport to the chosen place of study. Upon completion of the studies, the student will be paid the cost of one-way air ticket to his/her home country.

*Must be between the ages of 23-32 at the time of submitting his/her application.
*Must have obtained or be on the verge of completing their undergraduate degree with a Baccalaureate from an accredited college/university, or its equivalent.
*Must have a minimum cumulative GPA of 3.0 or higher on a 4.0 rating system, or its equivalent.
*Must be matriculated at an accredited university for the upcoming academic year starting August/September 2012, and must maintain full-time status for the duration of the Master’s Degree.
*Must be a national of a developing country (please see list of eligible countries below)
*Must select a subject of study that pertains to OFID’s core mission, such as: economics of development (poverty reduction, energy and sustainable development), environment (desertification), or other related science and technology fields.

The applicant may be from any developing country. In addition to nationals of OFID Member States (Algeria, Gabon, Indonesia, Islamic Republic of Iran, Iraq, Kuwait, GSP Libyan AJ, Nigeria, Qatar, Saudi Arabia, United Arab Emirates, Venezuela), nationals of the following countries are also eligible:

Application Guidelines

STEP 1: Ensure that you fulfill the OFID Scholarship Award Eligibility Criteria.

STEP 2: Register within the OFID Scholarship Portal by using your email address. Please note you can log onto the portal as many times as required before finally submitting the application.

STEP 3: Fill out the application form. Make sure to save data each time you update your application. Once you are logged in, if the page remains inactive for more than two hours, your session will time-out and you may lose unsaved data. Do not submit your application until you have completed the entire application process!

STEP 4: Upload necessary documents; CV, two recommendation letters, Bachelor’s certificate/transcript, acceptance letter into postgraduate program and essay.

STEP 5: When your application is complete, and all additional documents are uploaded, your application is ready to be submitted. Once your application is submitted, you can no longer make any changes or upload any more documents.

Required Documents

1.A completed on-line application form.

2. A scanned copy of the applicants passport.

3. A scanned copy of the last university degree or certificate.

4. A scanned letter of acceptance from chosen educational institution, confirming your admission, subject of study and duration of the Master’s degree program (must not exceed one year).

5. A proof of meeting any prerequisites, including language proficiency.

6. A short essay – of about 500 words in English – giving reasons for applying for the OFID scholarship, explaining your educational goals, and clearly describing how you will use the experience gained from your Master’s degree studies to help in the development of your home country.

7. Two letters of recommendation from professors and/or lecturers at applicant’s present university.

8. Curriculum Vitae (CV).

The Africa Programme of the University for Peace (UPEACE) has secured funding from The Canadian International Development Research Centre (IDRC) to offer a limited number of scholarships to African students registered in PhD Programmes focused on Governance and Security Studies. The scholarship will cover tuition, living expenses, communications, access to scholarly materials, and dissemination of research findings through publications and conference presentations. In addition, part of the award will be used to cover expenses related to a semester abroad at a Canadian university. The maximum award is US $15,000 per eligible candidate per year.

The programme is seeking applications from candidates who have freshly enrolled in a PhD Programme (Academic Year 2010-2011) or who can offer proof of acceptance into a PhD Programme at a University in Sub Saharan Africa for the 2011-2012 Academic Year. A total of four (4) PhD Fellowships will be awarded.

Expected Outcomes:
The PhD Fellowships are part of a joint undertaking by IDRC and UPEACE to develop an evidence-based, strong research capacity in Africa on critical issues of governance and security. The fellowships will support young African researchers who are embarking on their PhD studies with the aim to produce a significant number of African researchers with high expertise in issues of governance and security.

Successful applicants will be required to participate in two Research Training Workshops organized by UPEACE Africa Programme during the Award period. In addition, fellows will also be required to contribute at least one article to the Africa Peace and Conflict Journal (APCJ), a peer reviewed journal published by UPEACE Africa Programme, by the third year of their grant

Applications will be considered from candidates, who are registered for PhD in Governance and Security Studies.

Under Governance, applications will be considered in the following themes:

Democracy, political participation and political settlements;
Elections, electoral reform, electoral processes and their contribution to democracy;
Devolution and decentralization of power and implication for legitimacy and accountability;
Informal governance institutions and their contribution to sustainable reforms and political arrangements;
Citizen engagement and enhanced state responsiveness and accountability;
The role of women in political process;
Human rights
Under Security, applications will be considered in the following themes:

Citizen protection and the responsibility to protect;
Impact of pluralism of security forces and state legitimacy and accountability;
Non-state armed groups and the link to state authority;
Role of civil society in oversight of the security apparatus;
Cross border insecurity and the role of the state, the regional organisations and non-state actors;
The role of state and non-state actors in promoting the security of women and girls in situations of gender based violence.

Applicants must:

Hold citizenship of an African country in Sub-Saharan Africa;
Be enrolled/accepted in a PhD Programme in the field of Governance and Security Studies in Universities in Sub Saharan Africa;
Be a full time PhD student;
Submit a letter of support from the Lead Supervisor
Undertake the research within Sub-Saharan Africa.
Have a Masters Degree in related discipline


The Fellowship will support original research that addresses clear research question(s), employs appropriate and rigorous design and has a clear national and/or regional policy implication(s);
Candidates must demonstrate interest in pursuing a teaching/research career;
The research topic should have strong endorsement and support from the candidate’s department of attachment;
Female applicants are especially encouraged to apply.

The applications will be evaluated on the following criteria:

Relevance to the study of Governance and Security Issues in Africa
Candidate’s scientific background and potential to develop a strong teaching/research career;
Scientific merit of the PhD Proposal including originality of research question(s); clarity and adequacy of the study design; demonstrated knowledge of relevant/current literature; etc..
Conducive research environment including commitment of lead supervisor and department to facilitate timely completion of studies;

The duration of the Fellowship is for three years from the time of notification of selection. Successful applicants will receive the first installment of the award within sixty (60) days after the announcement of the winners. Future installments will be provided upon satisfactory progress and submission of narrative and financial reports.
